Telco Billing System Implementation Methodology

This post is describing the implementation methodology of the online software applications that cover the day-to-day business activities of the primary activities as described in Software Application Map.

The implementation methodology depends on the implementation mode.

The implementation mode depends on the status of the operator. If the operator is a new operator and does not have a billing system, then it is a green field implementation mode.

In case the operator already has an existing billing system then it is a migration implementation mode.

Regardless of the implementation mode, the primary activities and support activities business processes of the operator value chain must exist as prerequisite for the implementation.

Implementation phases

Billing system implementation consists of the following phases:

Scoping Phase
Identify the scope
Analyze the scope
Identify the GAP
Resolve the GAP
Build User Acceptance Test
Build going live plan
Delivery
Install the software application
Setup and configuration
User acceptance Test
Training
Going live
Hardware and application tuning
Operation hand over

Dependency

The scoping phase must be finalized first before starting any other phase. Going live plan may describe the level of parallelism between the phases that follow the scope phase in light with the operator business.

Green Field Implementation

Green field implementation is used for new operator ,

The advantages of a green field operator are :

will be to the minimum as the operator will have an option to implement the business process that already exists in the software application

does not exist, and this will minimize the time of implementation.

The risks that exist in a green field operator are

is new for everybody including the operator team, where your analysis question may not have any answer as everybody lacks knowledge about the surrounding environment

Integration with network elements

as with everything in new there is a probability of having many problems in such integration, starting from unsupported protocol ending with not finalized communication specification

Roaming Agreements and clearing house connections

The above are the main risks where the going live plan must find a resolution for those risks

Migration Implementation

Migration implementation is used for existing operators that have an existing billing system.

The advantages of a migration implementation are :

All integration protocols and standards are in place

All Business processes are defined and in place

The operator team knows the surrounding environment very well and will have an answer to all your analysis questions

The risks that may exist in a migration implementation

Data migration from the old Billing system, that may include missing information difficult to translate
Operation Back log may occur due to
Hardware and application tuning
Operation hand over
Old system will stop, and new system will take over, may create a gap in the operation
Parallel run workload
Lack of training in the new system for customer service agents
Different workflow.
Parallel run workload
Hardware and application performance tuning
Old system will stop, and new system will take over, may create a gap in the operation
Parallel run workload

The above are the main risks where the going live plan must find a resolution for those risks.
